Changes include new measures proposed through the new measure submission process, as well as updates to incentive levels, tiers and eligibility requirements on certain measures based on feedback from program participants and changing market prices for eligible measures.
Creep heat controllers are being added to the Retrofit program as a prescriptive measure as a result of feedback from the market and the ability of this measure to contribute to reducing summer system peak demand.

Eligibility requirements are being updated for T8 LED tubes and U-bend replacement lamps to account for products that are specific to the Canadian market. UL Type B tubes will only be accepted if certified and listed under UL 1598c or CSA C22.2 standard and known as "double ended.”
New tiers are being introduced to expand the market opportunity and more accurately record energy savings for two types of measures: LED medium and high-bay fixtures, and demand control ventilation systems in enclosed parking garages. The new tiers and associated incentives are highlighted below.
